Elizabeth “Liz” Cahn Goodman, JD, DrPH, MSW, is the executive vice president of Government Affairs and Innovation at America’s Health Insurance Plans (AHIP). She is responsible for federal and state government affairs, state policy and clinical innovation at the national association whose members provide coverage and health‐related services that improve and protect the health and financial security of consumers, families, businesses, communities and the nation.

In this role, Dr. Goodman leverages her more than 25 years of professional and academic experience in health law, policy, programming and management to assist AHIP’s members in their efforts to shape and drive market‐based solutions and public policy strategies to improve health, affordability and financial security.

Dr. Goodman joined AHIP in 2018 after serving as chief of Long Term Services and Supports at MassHealth, the Commonwealth of Massachusetts’ Medicaid and Children’s Health Insurance Program. In that role, she oversaw $5.5 billion in programming including the state’s broad array of fee for service post-acute and long-term services, as well as the state’s fully integrated DSNP and PACE offerings. Prior to joining MassHealth, Dr. Goodman served as vice president of Public Policy and Government Affairs at WellCare Health Plans. In her more than 25 years in the health care field, Dr. Goodman has also served in a variety of roles with Genentech, Holland & Knight LLP and the Florida Legislature. She was named a Top Lobbyist by The Hill 2019-2021. 

Dr. Goodman earned her Doctorate in Public Health in Health Leadership from the University of North Carolina at Chapel Hill, and her Juris Doctorate and Master of Social Work at the University of Maryland.

Dr. Goodman and her husband Adam are avid sports and movie fans, and the proud parents of two adult children, Alexandra and James.
